Main Points

Angie Swanson, a Johnstown resident, gave an update on the ongoing termite infestation of her property due to circumstances for which Johnstown may be liable.

RCD Construction Inc. was awarded the contract to build the Little Thompson River Pedestrian Bridge connecting the Thompson River Trail to downtown. 

The first of two public hearings prior to the adoption of the 2025 proposed budget did not receive any public comments or questions. 

All items on the Consent Agenda were unanimously approved: 

  1. Oct. 21, 2024, Meeting Minutes
  2. Second Reading: Ordinance 2024-261: Ordinance amending Section 7-149 of the Johnstown Municipal Code to prohibit the sale of dogs and cats in public places. 
  3. Second Reading: Ordinance 2024-260: Approve R-2 zoning with modifications and restrictions for the Blue Spruce Ridge Annexation. 
  4. October 2024 List of town bills
  5. Contract to buy and sell real estate (Letford Property)

Resident Angie Swanson updated the Council on her termite infestation. She said the termites are still a problem and was told by a contractor that the foundation of the house needs to be stabilized at a cost of $75,000. The city said Terracon Design drilled down 10’ on the property and did not find any water. Sr. Project Manager Torrez will take over the project and create a design to address drainage issues in the area. The completed design is expected by late December

The council unanimously approved a request from the Public Works Department to award construction of the Little Thompson River Pedestrian Bridge to RCD Construction Inc. The Little Thompson River Pedestrian Bridge project aims to connect the Little Thompson River Trail to an existing trail west of the Great Western Railroad on the north side of Weld County Road 46 ½ west to Weld County Road 17. The construction of this pedestrian bridge will result in a fully connected multimodal trail which spans from Weld County Road 19 (west end) to the downtown area and the Johnstown YMCA. This project would start in November/December 2024 and is anticipated to be completed by mid-April 2025. Total cost for the project is expected to be $448,000.   

Deputy Town Manager McCoy presented highlights of the 2025 proposed budget fulfilling a Home Rule Charter requirement for a public hearing before adoption.  Below are some items included in the 2025 budget:

  • Construction of a Development Services building
  • Pond improvements

  • Art Project for community

 3. Parks and Open Space Fund

  • Trail development

  • Completion of the Parks Master Plan
  • Pioneer Ridge irrigation replacement
  • Tree program

4. Street and Alley Fund

  • Street maintenance program
  • Alley resurfacing program
  • Street improvements at SH60 and CR13
  • Roosevelt Roundabout construction

 5. Capital Projects Fund

  • EV charger installation
  • Alleyway improvements downtown
  • Park development
  • Historic improvements
  • LED signage
  1. Water Fund
  • Construction of the water treatment plant expansion
  • Installation of a raw water transmission line
  1. Storm Water Fund
  • Maestas Street drainage improvements
  • Stormwater Master Plan
  • MS4 permit plans and standards

 8. Sewer Fund

  • Construction on Central Wastewater Treatment Plant
  • Infrastructure expansion

The public meeting ended at approximately 7:50 p.m. The council went into Executive Session to discuss the following:

Matters subject to negotiation and to instruct negotiators pursuant to C.R.S. Section 24-6-402(4)(e) – Project Leo

To receive legal advice from the Town Attorney pursuant to C.R.S. Section 24-6-402(4)(b) regarding termites.

To receive legal advice from the Town Attorney pursuant to C.R.S. Section 24-6-402(4)(b) regarding Eminent Domain.

The council returned from executive session and the meeting adjourned at approximately 9:30 p.m.
