Red Feather Lakes Planning Advisory Committee Meeting 7/25/24

Larimer County Liaison Commissioner Kefalas attended the meeting but recused himself from discussions on the agenda items that could potentially go before the Larimer County Commissioners for a vote. Before leaving, Kefalas said the requested American Rescue Funds designated for RFL Public Restrooms annual operation and maintenance costs were not approved. The monies will be put back into the Larimer County General Fund. Kefalas suggested the committee ask the RFL Chamber of Commerce if they can assist in covering annual costs. 

Residents Mark and Suzy Zigray asked for committee approval to use one of their homes in RFL as a short-term rental (File No. 23-ZONE3508). Planner Michael Whitley, who reviewed the application and area maps, recommended approval with one condition. The northern access to the Zigray property on Phantom Ranch Rd. passes through another family’s property. Whitley suggested accessing the Zigray property on the southern route of Phantom Ranch Rd. through National Forest Service roads. Committee member Ryan Zigray recused himself from the vote due to family ties. 

The short-term rental application for Mark and Suzy Zigray was unanimously approved by the committee including the condition proposed by Whitley. Renters must use the southern route to access the property except in case of emergency.

Planner Justin Currie supported approval to include an outdoor patio on a planned restaurant/tavern owned by Blaise Terrebonne (File No. 24-ZONE3664). Nearby residents said The Red Feather Tavern, which previously occupied the site until a fire destroyed the building, was noisy with a lot of people and music. The owner, Terrebonne, said he just wants a small covered outdoor space for people to hang out. He told the committee there would be no live music on the patio, and nothing planned for late at night.

The outdoor restaurant patio was unanimously approved. 

The meeting was adjourned at 2:45 p.m.
