HR Director Stephanie Anderson asked the board to choose which vendor should conduct the 360-degree performance review for Town Administrator Garcia. A 360-degree performance review includes feedback from the employee along with the administrators’ direct reports, customers, and others who have interacted with the administrator. 

1. Graves Consulting, who just completed a compensation study for the town of Wellington, quoted the HR Director a $4200 base fee plus an additional $1500 for each in-person interview. 
2. The Employers Council in Denver quoted the director an $800 base fee plus an additional $135/hour for each in-person interview. The town of Wellington is a current member of the Employers Council. 

The board voted unanimously to use the Employers Council.

The Board of Trustees approved an updated Memorandum of Understanding (MOU) from the Colorado Department of Local Affairs (DOLA), solidifying Wellington’s commitment to the local Wellington Main Street  program. The Town benefits by having access to additional grant funding only offered to official Main Streets Programs to enhance the Town's economic development efforts, intended to benefit the entire community. DOLA has pooled funds from federal and state stimulus money for the program, which includes historic preservation. (The entire agreement begins on page 48 of the packet.)  

The town agrees to the following:

• To commit to enhancing the downtown. 
• To create a vibrant and historic small town where the entire community gathers and connects. 
• To retain, attract, and improve access for businesses to promote the local economy
• To support these goals by supporting local businesses, hosting/supporting local events to create a vibrant community, funding/supporting beautification projects and connecting businesses to resources

The Colorado Main Street Program agrees to:

• Assist the Town and local program manager in understanding and following the National Main Street Approach.
• Provide the Town and the local program manager with the necessary information to promote the Colorado Main Street program.
• Provide the Town and the local program manager with training opportunities and technical assistance regularly and upon request, including periodic professional development training and the annual Main Street Summit.
• Advise the Town and the local program manager of additional training and grant opportunities.
• Offer and administer scholarship grants subject to available funding. DOLA will advise the City/Town and the local program manager on procedures and policies for applying for funding. 
• Offer and administer funding to hire consultants to aid the Town and the local program manager in completing community-identified work plan projects subject to available funding. 
• Act as liaison and facilitate communications between Town and other Main Street communities, state agencies, partners, and the Main Street America™ Program, as they relate to the local program. 
• Provide technical assistance and assistance with the organizational development of the program to the Town and the local program manager as requested.  
• Offer preservation architectural services as available to the Town businesses.

One of the Trustee’s expressed concerns that the Main Street program mirrors the Chamber of Commerce. He said there should be more discussion and follow-up to make sure the work plan layout is what the board wants. 

The new MOU was unanimously approved.
