Two public hearings were held for the Sage Farms Preliminary Plat Phase I and were unanimously approved by the board. The subdivision is planned for the east side of State Highway 1 and South of G.W. Bush Avenue.
Town Attorney Sapienza reported that property acquisitions will be required to continue the ongoing Cleveland Avenue project. Sapienza plans to present more details to the board on Tues. June 10 in a closed Executive Session.
A new “Movie Night in the Parks” series is set to kick off this summer at parks across Town beginning June 7 at the Wellington Community Park. More details are available on the town website.
Public Comments
A resident stated problems with Comcast installers. He said, “This is what’s happening around town, and I just want you to know (the board).” Comcast has an agreement with the town of Wellington to install cable and internet services. They initially agreed that if there were damages to any resident’s property while digging and burying cable, they would take care of it. Residents were given a phone number to call. According to this resident, he has approximately $4,000-$5,000 in damages to his sprinkler system. He said Comcast was refusing to answer his phone calls, and when he finally got through to someone, they said it wasn’t their problem. The resident asked if the board could get involved to help resolve the situation.
A resident raised his concern about the Rate Advisory Board meetings not being open to the public. He said he thinks the meetings should be public according to the Colorado Open Meetings Law, and because they are discussing water rates, which has been an outstanding issue in Wellington for years.

- Caustic Injection Automation Design Services Contract for the new water treatment plant
- The contract was awarded to Advanced Engineering and Environmental Services LLC (AE2S) for $61,313.00. AE2S will provide pH water testing and monitoring at the new plant along with regulatory compliance. Wellington recently decided to outsource testing for accuracy and efficiency.
Liquor Licenses
- Two special event permits were unanimously approved:
- Grace Village Cereal Box Concert scheduled for July 16, will boost Wellington Food Pantry.
- Spargetoberfest is scheduled for June 21 supporting the local American Legion.
- A new license for Deppen Brewing LLC Brew Pub was unanimously approved.
- Soul Squared Brewing submitted a modification of premise and report of changes to their already approved liquor license.
Two action Items for the Sage Farms Preliminary Plat Phase I were unanimously approved.
The first item was a public hearing for consideration of a Preliminary Plat Phase I of the Sage Farms project at State Highway 1 and South of G.W. Bush Avenue. Planning Director Bird and Planner III Lenoir reviewed the plans of the project. Developer Roberson with Sage Farms is proposing a subdivision of 241 single-family lots with open space and trails. Both the Parks, Recreation, Open Space, and Trails (PROST) board and the Planning Commission have approved the preliminary layout of the subdivision. Details are in the packet.
Two Trustees expressed concern for the word “shall” in the agreement's cost-sharing language: “The developer shall enter into this agreement ….” Trustees Tietz and Cannon believe this language might lock the town into agreements with the developer that it cannot afford and possibly give this developer an advantage over other developments. Attorney Sapienza assured board members that a preliminary plat is not binding, and if certain language is a sticking point, it will be addressed for approval at a future date when the final plat is brought to the board.
The board unanimously approved the first action item.
The second action item was also unanimously approved. Ordinance No. 10-2025 makes amendments to the text of Section D.2.B. of the Sage Farms Planned Unit Development agreement (PUD). A Public Hearing was held before the board voted on the Ordinance. Planning Director Bird explained how the town had changed the land use code for multi-family, medium density projects earlier in the year and this text change is to align the project with the new code changes. The new code will allow more than 6 dwelling units on the outer perimeter of the subdivision.
Town Attorney Sapienza reported that property acquisitions will be required to continue the ongoing Cleveland Avenue project to improve downtown Wellington. Sapienza recommended an Executive Session to discuss the process and cost. The board agreed to have an Executive Session just before the start of the next meeting on June 10.
Trustee Daily announced the new “Movie Night in the Parks” series set to kick off this summer at parks across Town. The series, sponsored by Comcast, consists of six evening movie screenings with family-friendly games set up for attendees to use before the movies start. Details for the first four Movie Nights are as follows:
- “Kung Fu Panda” on June 7 at Wellington Community Park (8760 Buffalo Creek Parkway); games at 7:30 p.m. and movie at 8:30 p.m.
- “Kicking and Screaming” on July 18 at Centennial Park (3815 Harrison Avenue); games at 7:30 p.m. and movie at 8:30 p.m.
- “Shrek” on August 8 at Centennial Park (3815 Harrison Avenue); games at 7 p.m. and movie at 8 p.m.
- “Teenage Kraken” on September 5 at Wellville Park (4200 Halleck Lane); games at 6:30 p.m. and movie at 7:30 p.m.
