From the Town of Wellington website: “The purpose of this board is to provide outstanding municipal services for the community of Wellington both today and tomorrow.” 

Public Comments

A resident said she went to a class through Larimer County, LC101. She said she mentioned a possible round-about by the new Middle/High school. The instructor said Wellington should have planned better when building the school. The resident said she brought up the bridge over I25, what poor shape it’s in, and how 2 lanes cannot handle the traffic from the east side. She said the instructor replied that Wellington should have thought about increased traffic before building on the east side of I25. The resident wanted the board to know that this Larimer County meeting was “unproductive and offered no help to Wellington.” She said Wellington should get and deserves more respect from Larimer County.  

Another resident said town proclamations should create awareness of milestones and achievements for the residents. The resident wants the town to develop guidelines on how and why proclamations are issued. He said Wellington issued 38 proclamations in 2023. According to the resident, many of those proclamations had already been proclaimed and are on the town’s calendar. He said too many repetitive proclamations will start to lose support from the community. 

Trustee Moyer read a proclamation proclaiming June as Pride Month in Wellington. Moyer said this shows Wellington as a friendly and supportive community who celebrates diversity and inclusivity. Only three of the six in-person trustees clapped afterwards: Trustees Cannon, Daily, and Moyer. 

A new liquor license for Get Well LLC dba The Well Brew Pub received approval after several objections from board members. Attorney Sapienza reminded the board there is no land use code for hours of operation. This business will only be open Friday through Sunday. The vote was 5-1 with Trustee Moyer voting no. A renewal for The Wellington Grill was approved without discussion. 

Engineers from the Public Works department presented final completion activities for the new Water Treatment Plant (WTP) and the Water Reclamation Facility (WRF). This project has been under design and construction since early 2020. There have been weather delays, and several change orders to the original plan. The WRF is expected to start up in late July. Operators will go through training on the new equipment in July and the plant should be fully operational by October 2024.

The WTP has already begun transitioning from construction to start up. Training sessions started and the plant is expected to be fully operational the week of June 17.

One of the trustees heard the town has $1million in funding from the state that has not been spent. Engineer Myer explained the state recommended reimbursing Jacob’s Engineering or using the funds to buy down the interest rate on the construction loan. Trustee Tietz asked if the funds could be applied to the town’s wastewater fund. Engineers Myers and Ewert will investigate and propose the best solution approved by the state. 

Parks & Recreation Manager Billy Chrisley updated the board on current projects with the Parks, Recreation, Open Spaces and Trails Advisory Board (PROST). 

  1. Update Disc Golf on the west side of I25.
  2. Dog Park on the east side near the ponds.
  3. Fishing dock at Wellville Park. 
  4. Veterans Memorial Plaza.
  5. Update Parks signage.
  6. Basketball and pickleball courts. 
  7. Improve drainage in the underpass. 
  8. Upgrade splash pads at the Community Park.

Chrisley asked the community to get involved. They need volunteers and more public engagement around town.

Two items on the Consent Agenda were unanimously approved.

  1. May 28, 2024, Regular Meeting Minutes. 
  2. Resolution No. 28-2024: A Resolution authorizing the temporary closure of portions of State Highway 1/Cleveland Avenue, First Street, Second Street, Third Street, Fourth Street, Fifth Street, Sixth Street, Harrison Avenue and Buffalo Creek Parkway within the Town of Wellington during the Annual Fourth of July Celebration on July 4, 2024.

Resolution No. 30-2024: A Resolution of the Town of Wellington, Colorado Approving the Town Administrators Plan of Organization was unanimously approved. A Plan of Organization is required under the Municipal Code. Details are in the Packet. 

Trustee Mason asked that a Resolution on the Agenda supporting Election Integrity and Security be postponed until a board work session later in the month. The board voted unanimously to approve the postponement. This discussion is based on election concerns from a previous Trustee at the April 9, 2024 Board Meeting
