Town Treasurer and Finance Director Redavid presented the 2025Q2 financial report and said the town finances are currently on track with the budget.
The board unanimously approved a consultant agreement with Felsbur Holt Ullevig (FHU) to conduct a Transportation and Mobility Master Plan, Impact Fee Nexus Study, and Street Design Guidelines and Standards. The town’s cost will be $99,910.
Town Administrator Garcia said 2026 budget discussions will begin next week.
Town Treasurer and Finance Director Redavid presented the 2025Q2 financial report. The 2nd quarter revenues and expenses in comparison to the budget is shown on the next page.
Redavid said 2025 is on track with the budget and sales tax revenue is currently trending upward. Redavid also said the 2024 financial audit is not completed yet. He is estimating completion at end of year. Redavid said the town missed the state deadline for submittal and the state said they will not grant an extension to Wellington.

- Resolution No. 35-2025: Contract approval Crack Seal Services.
- Resolution No. 36-2025: Contract approval for Architecture and Engineering services for the water treatment plant administration building and designs for a lab expansion alternatives project.
- Resolution No. 37-2025: Approval for temporary closure of portions of State Hwy 1/Cleveland Avenue between Second Street and Fourth Street for the annual Trick or Treat Down Main Street event on Friday, Oct. 31, 2025.
Resolution No. 37-2025: Approval for a consultant agreement with Felsburg, Holt, and Ullevig (FHU) to conduct a Transportation and Mobility Master Plan, Impact Fee Nexus Study, and Street Design Guidelines and Standards. Planner Lenoir said 6 applicants were interviewed, and the staff along with Mayor Pro Tem Mason recommended FHU for the project. The agreement is not to exceed $199,910. The town’s cost will be $99,910 and the remaining $100,000 will be provided by a private contribution as part of an annexation agreement for the Sage Farms development. Details of the timeline and scope of work are included in the packet.
The board unanimously approved the resolution.
Town Administrator Garcia reminded board members that 2026 budget discussions would begin Sept. 14. Garcia said state law requires the town to have a draft by Oct. 14. She said the next few weeks will be intense with a lot of information being sent their way.
