Highlights

Board Liaison Reports
- Mayor Pro Tem Steinbach reported that the Windsor Housing Authority will hold a ribbon cutting for Jacoby Meadows on Oct. 21.
- Brian Jones stated that the Tree Board toured historic trees across town and the Chamber of Commerce welcomed new executive director Norma Perez.
- Lainie Peltz reported that the Clearview Library Board saw increased community engagement and extended its strategic plan to 2026. Also, she reported that the Great Western Trail Authority addressed dirt-bike damage and maintenance issues.
- Ken Symsack shared that the Arts Commission selected sculptor Jodie Cooper for the new Community Development Building and discussed a potential train-themed mural.
- According to Rick Klimek, Stantec, a global environmental consulting company, presented the proposed rates for Water, Sewer, and Stormwater for 2026 to the Water & Sewer Board.
- Jason Hallett reported that the Historic Preservation Commission discussed a possible historic designation of Windsor Lake.
- Mayor Cline reported on the following:
- The Air Quality Control Council’s Ozone State Improvement Plan rulemaking hearing is in November and Cline stated that community comments are due Nov. 4.
- The I-25 Coalition discussed I-25 Segment 5 updates and interchange updates near Mead.
- The US-34 Coalition reviewed a railroad crossing study and corridor planning.
- The NoCo 34 Transportation Management Organization (TMO) is distributing an outreach and transportation survey to members.
- The Windsor Downtown Alliance awarded $3,500 to the owner of 624 Main as part of its Facade Improvement Mini Grant Program. Kay Marshall was appointed to serve as a Community Liaison.
Board Action
Ordinance 2025-1727 — Natural Medicine Zoning (Second Reading)
The Board unanimously approved zoning regulations for natural medicine healing centers and businesses including the following:
- Healing centers are permitted in General Commercial zones, while medicine businesses are permitted in Heavy Industrial zones.
- 1,000-foot buffer from schools and childcare facilities.
- Operating hours limited to 7 AM – 7 PM, Monday–Saturday.
Ordinance 2025-1728 — Electric and Low-Powered Scooters (First Reading)
Police Commander Richard Zeigler presented proposed updates regulating e-scooters, off-highway vehicles, and golf carts within town limits.The ordinance establishes clear local rules aligned with state law, including designated dismount zones on Main Street and at the Community Recreation Center, restrictions on riding in sidewalks and crosswalks, and prohibitions on operating motorized toy or off-highway vehicles on public property. It aims to improve safety, reduce conflicts, and ensure consistent enforcement. The ordinance unanimously passed on first reading and will return for a second reading later this month.
Ordinance 2025-1729 — Automated Traffic Enforcement (First Reading)
A new ordinance would authorize red-light cameras and automated vehicle identification systems to improve safety and reduce violations. Presented by Commander Zeigler, the measure passed on first reading.
Resolution 2025-50 — Poudre River Trail IGA Termination
This resolution was continued to the next meeting for further discussion.
Communications
- Finance Director Dean Moyer presented the August Financial Report.
- Staff Member Eric Lucas thanked the 40 staff who worked Windsor Cleanup Days last weekend, which served 973 vehicles. He also announced the kickoff of the Leaf & Branch Drop Recycling Program. It facilitates residents recycling their yard waste for a fee, beginning Oct. 13 and ending Nov. 15.
- Town Board Member Pelz announced the Housing Needs Assessment and Action Plan Open House at the Windsor Community Recreation Center on Oct. 16 6-8pm.
- Town Board Member Symsak recognized the Facilities Crew for keeping Eastman Park pristine.
