Windsor Town Board Regular Meeting 1/27/25

Highlights

  • The Town Board unanimously approved the acquisition of 300 acres of open space valued at $20.9M, to be funded through a combination of open space sales tax and loans from the town’s Park and Trail Fund Balance and Water Fund Balance.
  • The Town Clerk announced that Windsor voters should receive ballots and voter information booklets by the end of the week. Windsor’s election takes place on April 2.

Board approves over $20M purchase for open space

Wade Willis, Open Space and Trails Manager, presented a contract to buy 300 acres of open space from a private landowner. The land is located between Colorado Boulevard and N 15th Street, north of the new middle school, police department, and Public Services Campus (see photo below). According to Willis, the land and water is valued at $20.9M; $5M from the open space sales tax combined with a loan from the Park and Trail Fund Balance and the Water Fund Balance would be used to fund the purchase. Willis recommended the Board approve the contract, stating that this project aligns with the Town’s Strategic Plan goal of strategic growth and it will add open space in Windsor. The Board unanimously approved Resolution No. 2025 - 08 - A Resolution Approving a Contract to Buy and Sell Real Estate by and between the Town of Windsor Colorado, a Home Rule Municipality, and Mayflower Acquisitions, LLC, a Colorado Limited Liability Company, for the Sale and Acquisition of Real Property, Water Rights and Water Stock for the Purposes of Acquiring and Adding Open Space within the Town.

Communications

  • Karen Frawley, Town Clerk, announced that ballots and voter information booklets were sent the same day as this Town Board meeting. Frawley recommended community members reach her if they do not receive their ballots by the end of the week.
  • Eric Lucas, Deputy Town Manager, shared the 2024 KPI Report, which outlines the Town’s investments in strategic growth, infrastructure, and the economy.
  • Shane Hale, Town Manager, recognized the public works team and staff for their great work in keeping the roads passable during the most recent snowstorm. He also thanked the Town Staff for their efforts related to Resolution No. 2025 - 08 and the Town Board for supporting the investment.

The meeting adjourned at 7:30pm.
