Windsor Town Board Regular Meeting 2/24/25

Highlights

  • The Board unanimously approved a $1,500 funding request for the Severance High School After Prom Committee, encouraging the Town of Severance to contribute as well.
  • The Board unanimously approved the Second Reading to rezone a 173-acre property near Windsor Lake, paving the way for over 700 new housing units in the Overland 368 development.

Severance High School After Prom Committee requested $1,500 for Severance High School to have a safe environment after prom. The Board recommended the Town of Severance contribute as well. In the photo below, the Board unanimously approved the Severance High School after-prom funding request.

Sandra Mezzetti, Senior Planner, presented an ordinance to rezone a 173-acre property off CO Highway 257 west of Windsor Lake. The property is called Overland 368 and may be the location of over 700 housing units to Windsor. The Board unanimously approved the Second Reading of Ordinance No. 2025-1715 - An Ordinance Approving a Rezone Removing the Planned Unit Development (PUD) Overlay from the Residential Mixed Use Two (RMU-2) Zoning within the Overland 368 Annexation Property.

Mezzetti also presented an ordinance to rezone 1.06 acres in the Raindance Subdivision from Single Family Residential (SF-1) to Estate Residential (ER). The property is located at 31013 County Road 64, near the northeast corner of Raindance National Golf Course. The Board unanimously approved Ordinance No. 2025-1716 - An Ordinance Approving a Rezone from Single Family Residential (SF-1) to Estate Residential (ER) within the Raindance Subdivision 21st Filing, Tract A.

Communications

  • Town Staff shared the Volunteer Impact Report, a publication created by the Volunteer Coordinator which is a position the Board approved last year.
  • Shane Hale, Town Manager, thanked Karen Frawley, election judges, and voters for a successful election, as well as the Ad Hoc Committee for their work in reviewing the charter.
  • Mayor Cline said the Valentine’s Day Coffee with the Mayor was a successful event. She mentioned she is judging Windsor Charter Academy student presentations on how to keep gardens pest-free.

At 7:30pm, the Board moved to an Executive Session to cover confidential discussions on water lease contracts, open space acquisition, and economic development incentives, focusing on negotiation strategies and property transactions per Colorado law.
