Windsor Town Board Regular Meeting 4/28/25

Highlights
- Mayor Cline proclaimed May as Frontline Worker Appreciation Month and recognized the Windsor High School Wrestling Team for their achievements.
- The Board passed Sammy’s Law, prohibiting the sale of dogs and cats in retail stores, in a 4–3 vote.
- The Board entered Executive Session to discuss the closure of some of the Future Legends Sports Complex facilities.
Mayor Cline recognized and congratulated the Windsor High School Wrestling Team for their accomplishments this season. The Mayor also proclaimed May as Frontline Worker Appreciation Month, honoring the heroic contributions of healthcare workers, firefighters, law enforcement, EMS personnel, and teachers.

Two members of the Constitution Week Planning Committee presented their vision to observe Constitution Week in Windsor, Sept. 17–23. They proposed making it an annual town-wide celebration featuring speakers, a scholarship essay contest, historical reenactors, and a student choir. Mayor Cline asked them to refine the proposal to include specific ways the Board can support the initiative.
Board Action
Dean Moyer, Director of Finance, presented Resolution No. 2025-22, requesting an advance from the Windsor Downtown Alliance to address a budget shortfall for the Downtown Backlot Undergrounding Project. Mayor Cline called it a creative solution and the Board unanimously approved the Resolution Authorizing an Advance from the Windsor Downtown Alliance 2026 Sales Tax Appropriation to Cover a Budget Shortfall in the Downtown Backlot.
Dan Money, Town Attorney, presented Ordinance No. 2025-1718, known as Sammy’s Law, which prohibits the sale of dogs and cats in retail stores. He noted that similar ordinances have been adopted elsewhere. Board Member Steinbach opposed the ordinance, advocating for education over regulation. Mayor Cline disagreed, emphasizing the importance of combining education with regulation to protect pets and pet owners. The Board passed the Ordinance Prohibiting the Sale of Dogs and Cats From Retail Stores In The Town 4-3, with Steinbach, Jones, and Hallett voting no.
At 7:40 p.m., the Board entered Executive Session to receive legal advice on two matters:
- Future Legends Youth Sports Complex: The Town revoked the complex’s temporary certificate of occupancy on April 28, citing sanitation issues, site deterioration, and lack of progress.
- 2008 Intergovernmental Agreement with Greeley: The Town is responding to a lawsuit filed by Greeley over alleged breaches of the agreement related to wastewater treatment.
