Windsor Town Board Regular Meeting 5/12/25

Highlights

  • Mayor Cline honored the Windsor High School Boys Basketball Team for their championship season and swore in a new Police Commander.
  • Board liaison updates revealed key community developments, including growing interest in girls’ flag football, expanded library access, and an upcoming sculpture reveal at Eastman Park.

Mayor Cline honored and congratulated the Windsor High School Boys Basketball Team for their outstanding 2024-2025 season, and presented each of the team members with a proclamation and challenge coin.

Mayor Cline swore in Police Commander Aaron McConnaughey, who received his badge from his daughter. The Mayor also issued several proclamations:

Board Liaison Reports

  • Clearview Library Board: Board Member Peltz noted the Board is starting strategic planning with a community needs assessment. The goal is to expand access to programs for all ages. The library is joining a new consortium for better resources and cost savings. While lost book fees remain, the library is going completely fine-free.
  • Parks, Recreation & Culture Advisory Board: Board Member Symsack reported rising interest in girls’ flag football and shared that a partnership with United Way is reducing program costs for 100 participants annually. Facility shortages remain a challenge. The Parks & Rec Board received a Future Legends update, but no details were provided to the public.
  • Windsor Arts Commission: Board Member Symsack said the Commission is planning the 2026 biennial celebration. “Kids Day” is May 18 at Eastman Park, featuring a new sculpture reveal.
  • Great Western Trail Authority: Board Member Symsack shared that new portable toilets were added in Severance and herbicide was applied along the trail. The recent Great Western Race had 210 participants.
  • RE-4 School District: Board Member Hallett highlighted a presentation from the School to Work Alliance Program (SWAP), which helps students transition to the workforce after high school and build confidence in making decisions about the future.
  • Windsor Downtown Alliance: Board Member Hallett said cleanup of underground power lines is underway.
  • Poudre River Trail: Mayor Cline reported an ADA sidewalk was completed at Signature Bluffs and the group reviewed a draft employee handbook. Numerous events along the trail are planned for this summer - see list here.
  • NoCo 34 TMO: Mayor Cline shared that the TMO is focused on growing its Instagram and social media reach.
  • North Front Range MPO: Mayor Cline noted the group discussed the challenges of meeting federal ozone standards and CDOT’s 10-year plan, which includes “forward funding” to overcome funding shortages. She encouraged participation in the Front Range Passenger Rail virtual open house and survey (May 12–June 15 at ridethefrontrange.com).

Board Action

Dan Money, Town Attorney, presented the Second Reading for Ordinance No. 2025-1718, known as Sammy’s Law, which prohibits the sale of dogs and cats in retail stores. The Board passed the Ordinance Prohibiting the Sale of Dogs and Cats From Retail Stores In The Town 4-3, with Steinbach, Jones, and Hallett voting no.

Communications

  • Finance Director Dean Moyer said Q1 sales tax collections are on target, which is important as they are the town’s largest revenue source.
  • Town Manager Shane Hale is conducting 1:1 check-ins with board members. Final Charter Review Ad Hoc Committee meeting is scheduled for Wednesday, May 14.
  • Mayor Cline thanked town staff for Spring Cleanup Days and overseeing the Future Legends facility’s Temporary Certificate of Occupancy (TCO) compliance, and reminded the public of volunteer opportunities with the Town of Windsor.
