Windsor Town Board Regular Meeting 6/09/25

Highlights

  • Windsor adopted an expedited review process for affordable housing units, aligning with Colorado’s Proposition 123 and making the Town eligible for $50,000 in grant funding from the state’s Affordable Housing Fund.
  • The Board approved the Downtown Parking Management Plan, incorporating drone-collected data and community feedback for phased implementation.
  • The Board extended a moratorium on natural medicine businesses as staff continues to prepare the draft regulations that they anticipate bringing to the Board in August.

Mayor Cline proclaimed June 9-15 Men’s Health Week in Windsor, highlighting the importance of raising awareness around preventable health problems, encouraging early detection and treatment of disease among men and boys, and promoting healthy lifestyle choices.

Mayor Cline then administered the Oath of Office for new Police Officers Jonathan Ogawa, Jay Kim,

Joel Peters, and Brian Bagnall. The badge presentation was followed by a 20-minute recess for a reception.

Board Liaison Reports

  • Windsor Housing Authority: Board Member Steinback shared that Aspire, a 501(c)(3) nonprofit providing wraparound services in Loveland, gave a presentation and is applying to the Weld County Trust to expand services to support the Windsor Housing Authority.
  • Historical Preservation Committee: Board Member Jones highlighted a recent event at the newly renovated Dickey Farmhouse.
  • Tree Board: Board Member Jones reported that the board recapped Arbor Day events and is planning for Sick Tree Day on June 24.
  • Clearview Library Board: Board Member Peltz noted the Summer Adventure Program is running from June 2 through August 1 for all ages, with a kickoff event that drew over 1,000 attendees.
  • Great Western Trail Authority: Board Member Peltz reported they are ordering trail counters to collect usage data to support planning and grant applications.
  • RE-4 School District: Board Member Hallett noted that school board elections will be on Nov. 4.
  • Windsor Downtown Alliance: Board Member Hallett highlighted upcoming events: What’s Brewing on June 12; a Blood Drive on June 19 from 2–6 p.m.; and Dueling Pianos on July 12 from 7–10 p.m.
  • Poudre River Trail Authority: Mayor Cline shared there will be a Trailathon event at the Poudre Learning Center on Saturday, June 14, from 9 a.m. to 12 p.m.
  • North Front Range Metropolitan Planning Organization (MPO): Mayor Cline reported the Executive Director has resigned and the group has already received applications from 3–4 strong candidates. The group is building a 10-year prioritization list, with Highway 392 ranking 3rd, 4th, 7th, and 11th on the list. Mayor Cline expressed disappointment that some members were surprised by how highly 392 ranked on the list and they want to revisit the data to reassess its priority.
  • NoCO 34 Transportation Management Organization (TMO): The group discussed its budget and is establishing membership dues to increase funding. The group also seeks ambassadors to advocate for commuting.

Board Action

Sandra Mezzetti, Senior Planner, presented on First Reading for Ordinance 2025-1719 – An Ordinance Amending the Windsor Municipal Code by Updating Chapter 14 Article V and Chapter 16 Article III, Concerning Accessory Dwelling Units and Short-Term Rentals. The updates align local code with state legislative changes, including a new ADU definition and provisions limiting short-term rental permits to one per property, which must be tied to the owner’s primary residence. The Board approved the ordinance 6-0.

Scott Ballstadt, Planning Director, presented on Resolution 2025-28, approving Windsor's 2025 Downtown Parking Management Plan. The plan was informed by infrastructure assessment, community feedback, data collection via drone technology, and a strategy for incremental implementation. The Board approved Resolution No. 2025-28 - A Resolution by the Windsor Town Board Approving the Town of Windsor's 2025 Downtown Parking Management Plan 6-0.

Sandra Mezzetti presented on Resolution 2025-29, which adopts expedited review policies for affordable housing in compliance with Proposition 123. She explained that municipalities are eligible for $50K in grant funding if a 90-day expedited review process is adopted by the end of 2025. Windsor staff developed an Affordable Housing Expedited Review Process that aligns with Prop 123 requirements, making the Town eligible for early funding. The Board unanimously approved Resolution 2025-29 - A Resolution Approving and Adopting Expedited Review Policies for Affordable Housing Relating to Proposition 123.

Dan Money, Town Attorney, presented on Ordinance No. 2024-1720 - An Ordinance Extending The Temporary Moratorium on the Submission, Acceptance, Processing, and Approval of Applications for the Establishment of a Business that Cultivates, Processes, or Dispenses Natural Medicine and the Establishment of Any Business, Occupation, or Operation for Healing Centers. While towns cannot completely zone out such businesses, they may implement restrictions through setbacks, operating hours, and regulatory frameworks. Windsor is drafting local legislation by reviewing approaches taken by nearby communities. Money requested an extension of the moratorium and will bring a proposed ordinance to the Board in early August. The Board unanimously approved the ordinance granting the extension 6-0.

Communications

Mayor Cline highlighted the following events:

  • Summer Concert Series begins Thursday, June 12 at Boardwalk Park
  • Coffee with the Mayor at the Police Department on Friday, June 13
  • 250th Military Celebration at the Legion on Saturday, June 14
  • Ribbon cutting for eight new pickleball courts at Highlands Park on June 17 at 3pm

The meeting adjourned at 8:45 p.m., and the Board moved into Executive Session pursuant to Colorado Revised Statutes §24-6-402(4)(e)(I) for the purposes of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and instructing negotiators concerning economic development opportunities and incentives.
