Windsor Town Board Regular Meeting 7/28/25

Highlights

  • The Board unanimously approved the Second Reading of Ordinance No. 2025-1722 to update the Central Business Zone District and related land use codes. The First Reading of Ordinance No. 2025-1723 was also approved, repealing the outdated Downtown Corridor Plan.
  • April 2025 Financial Report shows Windsor is behind in use tax but ahead in sales and property taxes compared to 2024, as well as increased spending due to the Open Space Fund purchase in March.

Mayor Pro Tem Ron Steinbach led the meeting in the absence of Mayor Cline.

Kimberly Lambrecht, Long Range Planner, presented the Second Reading of Ordinance No. 2025-1722, which the Board had approved on First Reading at the July 14 meeting. This ordinance updates the Central Business Zone District regulations, including new land use application procedures, design standards, and sign regulations that implement recommendations from the Windsor Downtown Master Plan. The Board unanimously approved the Ordinance Amending the Town of Windsor Land Use Code, Chapters 14, 15, and 16, Concerning Land Use Application Procedures and Development.

Lambrecht also presented the First Reading of Ordinance No. 2025-1723. She explained that this ordinance formally repeals the Town's Downtown Corridor Plan, which was originally created in 1999 to govern building and development along the Colorado State Highway 392 Corridor from Second Street to Tenth Street. The repeal is necessary because the recently approved updates to the Central Business Zone District (Ordinance No. 2025-1722) have effectively incorporated and replaced the Downtown Corridor Plan's design and regulations, making the original plan obsolete. The Board unanimously approved the Ordinance Repealing the Town of Windsor's Downtown Corridor Plan.

Communications

Dean Moyer, Director of Finance, presented the April 2025 Financial Report, highlighting year-to-year differences. Compared to 2024, the Town is behind in use tax collections but ahead in sales tax by $500,000 and property tax (amount undisclosed). Cash outflows have exceeded expectations due to the Open Space Fund purchase in March 2025.

Town Staff Eric Lucas noted that the Board had approved a partnership in April to allow turkey hunting in designated open space areas. He shared a letter from a young resident who harvested his first turkey and thanked the Board for supporting access to this sport.

Town Manager Hale shared that at the August 11 meeting, the Board plans to discuss speed and usage of electric bikes and golf carts as part of efforts to improve safety.

Town Board Member Pelz reported that she recently attended the Weld County Electronic Waste Event. Another event will be held on August 9 at Island Grove, offering a good option for recycling electronic waste since Windsor’s Fall Cleanup event is still a few months away.
